Bring the photo into "Brushes", "Sketchbook Pro, "ArtRage" or any number of the better paint programs that support layers. Put your b & w photo on the bottom layer and add a low opacity paint layer, or many paint layers on top. Now you can hand paint to your hearts content and never affect your photo. Change opacity or layer method of your paint layer to get more subtle coloring.
